Description

The Woodburn Police Department is currently hiring for two (2) lateral School Resource Officer positions. This is a permanent position with a five (5) year appointment to the assignment. Upon hire, lateral officers will need to successfully complete initial onboarding and employee training (2 to 4 weeks), accelerated patrol field training program (generally 8 to 16 weeks) followed by a school resource officer training (2 to 4 weeks) before being assigned as a school resource officer within the Woodburn School District.  A lateral school resource officer will be primarily assigned to either the high school (1) or middle schools (2) but may be assigned to work within other schools as needed.  The lateral school resource officer will work with a fellow school resource officer who will be primarily assigned to one the above-mentioned schools along with working closely with the Woodburn Police Department detective unit.  Upon appointment of assignment, the school resource officer will receive 7% incentive pay and have a take-home car available.   

Under the general supervision of the Detective Sergeant, the officer is responsible for the protection of life and property; he/she provides to the community the services of law enforcement, problem-solving, public education, and safety. The duties of the School Resource Officer include but are not limited to:

Conduct classes or lectures on topics such as youth and the law, sex abuse, personal safety, drug abuse, gangs, safety, traffic safety, social science, public relations, athletics, and occupational training.

Provide direction to students, parents, and school staff on how to resolve specific problems or misunderstandings concerning the criminal justice system.

The SRO will normally be the assigned officer handling violations of the law occurring on school property.

Attend school extracurricular activities at the request of the principal, other school staff, or the discretion of the officer.

Advise parents concerning their children’s behavior and/or problems at school.

Liaison with neighbors adjacent to the schools about students causing criminal or school rule violations.

Act as a liaison between various non-criminal justice-related community service agencies and students, school staff and parents, etc., needing help in areas not related to criminal justice.

SRO will maintain a high degree of visibility on and around school campuses.  School Resource officers will normally be in full patrol uniform.  However, on occasion may wear a department polo shirt and casual slacks or other appropriate civilian attire.  SRO will also operate a marked patrol vehicle as their duty vehicle, except when it is necessary for investigative purposes to operate an unmarked unit.

This position requires a high level of problem-solving ability, self-initiative, and the ability to work independently in conformance with established guidelines and standards.  Successful performers are those who are capable and willing to make decisions that are consistently in conformance with the agency’s mission, goals, and objectives.

Major duties involve acting as a direct liaison between the police and the youth of the community. An officer in this position must be capable of public speaking and have the ability to interact well with the city’s youth, school officials, and parent groups.  This person works to reduce youth-related crime by promoting positive attitudinal changes in juveniles towards the criminal justice system.  Work is reviewed by inspection and observation through oral and written reports to supervisors, and overall evaluation of production including specific goal attainment.  This is a voluntary assignment on the part of the officer who has personally applied and requested this assignment.  Persons assigned to this assignment will be limited to taking vacations and holidays during the summer break, Christmas break, Spring break, or school holidays.  The applicant who is selected for this position will not be allowed to hold any other specialty assignment during their SRO duties.

Preferred Qualifications, Skills & Training:

Previous detective/investigation and/or school resource officer experience.

Spanish Speaking (7% incentive pay for fluent Spanish speakers).

Advanced interview skills to include trauma informed interview techniques (Oregon Child Forensic Interview Training for first responders, etc.).

Candidates should have a strong desire to work with the youth of our community supported by a background of commitment to youth.  

Candidates should have the desire and ability to work within a team environment, particularly with a civilian partner.

Schedule:

This position will work an eight (8) hour shift, five (5) days a week work schedule with fixed days off Saturday and Sunday. Hours will typically be from 0800-1600. Adjustments to schedules may be necessary for training and other obligations. Schedule adjustments will be consistent with the current WPA contract.   This position will not be considered toward minimum staffing requirements of the Woodburn Police Department.  The position requires the school resource officer to be in a week-long on-call status on a rotational basis (approximately every 4 to 6 weeks) for afterhours major investigation call outs.

Lateral Police Officers are offered the following:

Starting wage step based on years of service

Choice of two (2) medical, dental, and vision programs

Premium pays offered at completion of FTEP

Paid vacation and sick time. 40 hours of sick and 40 hours vacation credit upon hire

Vacation accrual rates corresponding to years of service at current agency

Bilingual pay upon successful certification

Up to $1,500 reimbursement for moving expenses for moving from 50+ miles

Employment incentive ranging from $5,485-$10,101 (according to starting wage based on years of service, and, being certified in Oregon or out-of-state). The incentive is paid in three equal installments with the last payment upon successful conclusion of probation.

Minimum Lateral School Resource Officer Required Qualifications:

Must have a minimum of two years of combined law enforcement experience and be a certified police officer in the state or Oregon or as an out of state police applicant, be able to complete the DPSST required career officer development course within the first year of employment.

Education

High School graduate or have completed a G.E.D., AND

Certifications/Licenses

Possess and maintain a valid Oregon class C driver's license or out of state equivalent and an acceptable driving record.

Preferred Qualifications

Bilingual language skills in Spanish/English or Russian/English

Post high school education and/or degree in criminal justice, public or business administration, sociology, psychology or a related field

Oregon's minimum standards to work as a law enforcement officer and background disqualifiers can be found in OAR 259-008-0010-0070.

Lateral Police Officers are subject to 12-month probationary period. Premium incentive pays are available depending on assignment.
